is there iphone GV app that goes over data network?

I just realized that my iPhone Google Voice app actually makes a voice call to some number, and then through Google magic that call actually goes to my destination. So, if I am in the building with very bad cell reception I can't make a GV call, despite being on WiFi (not to mention that it eats my voice minutes).

Can somebody suggest an app that actually makes GV calls over *data* network? On my Android phone I use GrooveIP, but I don't think it's available on iPhone.
