Help with open source tool

[CRTransit]

Hi I need help creating a data feed. On the transit partner site it
says that there is a an open source tool tool developed by Bob
Heitzman that will let you use a spreadsheet to create the data feed.
Where and how do I access this. Any help is much appreciated.
