Embedding forms: do users need to have google account?

I have embedded a google form into a site page. Both the site and the form are public. However when I logout from my google account and try to see the form the page is empty. I login and it reappears.
Is there a way for users who do not have a google account to fill a form?

Woops found the problem - there is a setting on forms that by default requires the form to be accessible only by members of the site domain. I unchecked it and it now works fine.
