What steps will reproduce the problem?
1. sudo apt-get -f install python-gdata
2. downloading googlecl_0.9.13-1_all.deb and sudo apt-get install
googlecl_0.9.13-1_all.deb
3. google picasa create "test" test.jpg

What is the expected output? What do you see instead?

Failed to upload test.jpg. (403: Forbidden)
1 photos failed to upload

What version of the product are you using? On what operating system? What
version of gdata-python-client (aka python-gdata)?

I am using lubuntu 11.10 and previous version are described above

Please provide any additional information below.

If you've never uploaded to picasa from that account before, you might want to try uploading a photo to picasaweb.google.com manually through the web interface using the same account you want to use with googlecl.  If that works, let us know and we'll mention it in the docs.  If you already have photos in picasa, make sure you're not at your storage limit.

I forget to mention That I am using python 2.7. Does it matter?

I figured what was the problem:
I was rejected because I had the full storage. However I should have been
able to store new images under 2048x2048 it did not worked.
It to make some space, but I am not sure if they count to the quota or not
