Google email: can't send

Has anyone had this problem when sending email? I send an email to
friends, whether it's 1 or more, the email bounces back with the
message 'perm-failure message rejected for sector 5 policy reasons'.
Nothing special about the message, no special characters, no
attachments...only text.
