usage agreement

I want to use the API for integration into movable type's search
functionality. Our blog is not technically a commercial interest
because it does not generate any revenue but it is closely associated
with a commercial interest. Does our usage qualify under the licensing
agreement? The agreement is not very clear in this regard

Dear Sir, Madam,

I am interested in using the Google SOAP Search API in my website. In
order to be sure that the use I want to make is in accordance with the
terms and conditions, I have a few questions.

The site will contain banners which generate funds. The site will be
developed for use by members of a football club (there is a special
login section with extra information and functionalities). Due to my
limited technical knowledge, I would have to engage (and pay) a
professional company for the development of the website, which would
include the implementation of the API into the website. Question 1:
Would the above-mentioned use be qualified as "commercial use" of
the API?

Further, I want to skin the results in my own CSS-stylesheet.
Question 2: Would this be in accordance with the terms and conditions?
As you will understand, it is not my intention to use the Google
service inappropriately. However, I would like to offer the visitors of
the website the ability to search within the website and the Internet.

Question 3: In case the above-mentioned use is not allowed, would it
make any difference if the search would be limited to search within the
website?
