, to buld my own search site is it illegal?
If a site providing FREE web search using Google API, but extracted
results are formatted according to site's layout, will that become
illegal.

Formating is not a problem.
Free is not sufficient: for example you cannot run a site with ads
selected by query terms on it.
... you may not use the search results provided by the Google
SOAP Search API service with an existing product or service
that competes with products or services offered by Google.
