Is there a way to use or pass a variable to the Google Plugin for GWT Compile?  We keep this file in source control (maybe a mistake?), and I'd like to remove the user specific value for "lastWarOutDir".

You should ask in https://groups.google.com/d/forum/google-plugin-eclipse (or possibly StackOverflow as it's their policy; see the post in their forum)

I believe it is a mistake yes; you'd better use .launch files (http://help.eclipse.org/kepler/topic/org.eclipse.cdt.doc.user/tasks/cdt_t_run_com.htm)
