plotting Scatter Chart from csv file as data source.

hello everyone , I have a .csv file with specific data inside . 
for ex.: 

Vehicle Name	Sports Car	SUV	Wagon	Minivan	Pickup	AWD	RWD	Retail Price	Dealer Cost	Engine Size (l)	Cyl	HP	City MPG	Hwy MPG

 SO on ... 

I need to plot a scattered chart with X being HP and Y being Hwy MPG. I want to show the HP and MPG values for Vehicle that has the value 1 in the SUV or Sports Car columns. 
this final graph show look like the picture above. 
ANY ONE CAN HELP ME ???
