Spreadsheet Queries for specific cells

Sorry for my lack of knowledge.

I'm doing something that requires me to get an output from a link to Google Sheets, but with a specific cell.

Right now the link goes like this:

https://spreadsheet.google.com/tq?tqx=out:csv&key=SPREADSHEETKEYHEREhere&tq=QUERYHERE

It downloads a csv file with the output.

What I'm wondering is, what query would I put in if I was looking for the value in a specific cell, say E10?
