Can Google chart APi work offline ?

i tried downloading a sample chart from quick start guide and saved
it to a local drive and tried loading into a web brwoser and chart
appeared properly

but when the net connectivity was down the graph did not display ..
doe sit refere to api from google site and requires a net connection
always ?

can i donload/ install some components so that it does not connect
google for all my chart requests ?
