In that case, as a workaround, is it possible to use tabs to allow the user to switch between Regions for the same data? For example a tab for world, southern Europe, Africa...

Using an intensity map you can tab between different data in the same region. In the same way, is it possible to use tabs to change the Region value while using the same data set?

There are multiple different ways of doing this.  One way is to change the "region" option based on user input; here's an example using radio buttons: http://jsfiddle.net/asgallant/RzMWc/

You could use tabs to achieve the same effect - the method of user interaction isn't relevant, it's what you do in response to the user interaction that matters.
