manual tooltips not rendering completely

I have a page with several charts, and a few have manual HTML tooltips.  When you hover on the HTML tooltips, usually the first time, only half of the background appears.  It corrects itself on the next hover (or press on mobile).  It is not browser specific.  I am enclosing a screenshot and URL.  Any thoughts?

Hi Chris,

It sounds like the tooltip container doesn't know how big the content is until after the chart is drawn in the tooltip. So maybe you need to specify a size for the tooltip container that is more flexible, or so that the chart will always fit, or maybe generate the chart before the tooltip is generated.    Hope that helps give you some ideas.
