Secondary Y axis that's proportional to the primary

Is there a way to display a secondary y-axis, that it simply proportional to the primary one. For example, inches on the left side and cm on the right.

I have only found information on adding a secondary axis with several series, but not an example of what I'm looking for. Any help would be great!
