How to get the region code for a country

I am trying to display a user distribution map using google geomap. I
would like to show the region map when all the users are from the same
region.

For example, if all the users are from Germany and France, I want to
show the Eroupe region map instead of the world map. Is there a google
api let us get the region code for a country?

As noted in the documentation, you should use ISO 3166-1 codes for addressing a region. You can use the following page for understanding which continent contains which country. It should be quite simple to accomplish what you are looking for using this information. I'm not aware of an API that does that.
