No matter how I try and format the rows, I cant seem to get a child to
understand they have multiple parents. Many organizations have
"dotted line" management tiers where one manager has two team leads
lets say that both are managers over the group.
I have tried an array in the parent field, as well as separating with
commas.

You need to add some value to the id if you want them to have multiple
parents
for example
[{v:'kid1',f:'kid'},'father1','']
[{v:'kid2',f:'kid'},'father2','']
that would let your kid to have 2 fathers

That seems to create two kids with parents. If you name them the exact
same, only the last one shows up.
