The options are quite limited. How can I add a title and a legend over this geochart?

Indeed, the GeoChart does not support legend or title just yet. Stay tuned, we are working on that.

Unfortunately right now, there are no titles for GeoCharts. Your best bet is to add one manually above the chart object.

You can't add titles to GeoCharts, you have to add it to your HTML.
