Map Chart: impossible to show more than 18 countries

If I want to add a new country, let's say Netherlands (ISO code NL) to this string:
http://chart.apis.google.com/chart?cht=map:fixed=23,-173,80,45&chs=720x383&chf=bg,s,336699&chco=d0d0d0,cc0000&chd=s:999999999999999999&chld=IT|AT|BE|CZ|DK|FR|DE|GR|HU|IE|PL|SK|ES|GB|VA|US|CA|TR
Nothing happens, and only the previous 18 countries are shown. However, if I delete one of the other 18 country codes, it works.
Am I missing something, or there is a specific limitation, as far as chld parameter is concerned?
