As mentioned in other posts, the uds server is now turned off.  Redirects of the old jsapi loader to the new loader would work fine for most people, but apparently some people are using a copy of the jsapi loader which still tries to load from the uds server.  

Please update how you load the Google Charts library by following the instructions at:   https://developers.google.com/chart/interactive/docs/basic_load_libs#update-library-loader-code
