How to set the background of a line chart for only a certain range of values?

Is it possible to set the background color for part of a line chart to
show "normal" values?

No, I don't believe you can do this. Using the 'scope' data role (http://code.google.com/apis/chart/interactive/docs/roles.html), you can mark data points as 'out of scope', which would provide a similar function.
