If I produced a barchart lsimilar to this - what is the easiest way to label (annotate) each bar (positive and negative)?

You can use a stacked bar chart with positive and negative values.  They will be stacked in opposite directions.   https://developers.google.com/chart/interactive/docs/gallery/barchart#stacked-bar-charts

You can provide annotations for each value using an 'annotation' role column following your values.  The annotations will be drawn inside the boxes if they fit, but currently there are deficiencies in how this is done when there is not enough room for the text.    https://developers.google.com/chart/interactive/docs/roles
