move hAxis labels to top in Column Charts

Is it possible to move the hAxis labels to the top of the chart in column charts? in my example, (0 20 40 60 80 100)

A fiddle for reference

I saw a similar post 4 years ago, but curious if is now possible?

Sorry, we don't have a way of moving the hAxis to the top yet.    It seems like it should be an easy change, but there is a history of changes that built in some layout dependencies we are still working around.  We'll get there eventually.
