Can't figure out how to draw a chart like the picture.

Hello,

I've been searching all morning about how to draw a chart like the attached picture. I'd like to be able to specify the 4 corners of each box, fill it with a specific color, and have overlayed text. The boxes should be able to overlap.

Are there any Google Chart types that I can use to create something like this?

There is no easy way to draw arbitrary boxes, but you should be able to do it by using a ScatterChart where you specify the pointShape and pointSize of each point.  See https://developers.google.com/chart/interactive/docs/points
