Try playing with the chartArea option.  chartArea.left, chartArea.top, chartArea.width, and chartArea.height define the position and dimensions of the inner chart area.  This inner area is not consistently defined across all charts, however (some charts include legend and title in the chartArea, some don't), so YMMV.

I'm afraid GeoChart doesn't support the chartArea option. It always tried to maximize usage of the given div, while keeping or not keeping correct aspect ratio (depending on the keepAspectRatio option).
