Google Doc Contradiction: Is "not_modified" an error, or is it a warning?

The protocol document usually says that the "not_modified" response is an error, but in at least one place, it says it's a warning.

For those who know from direct experience (no assuming, please), which does the Google Chart widget actually expect?

You should use an error (although it will work even if you send it as a warning). The reasoning behind sending an error is that you do not return any data.
We will fix the documentation.
