I would like to know if the chart api is free to use for an commercial usage.  

There is limitations of api request ? limitations of client?

Yes, it is free for commercial use.

If you're asking whether there's a cap on the number of requests: there is no explicit cap, other than Google's right to defensively throttle in case of abuse.

On "limitations of client": the client must have a modern web browser with an Internet connection.
