Google Translate API v2 - Pricing

Hi there,

Understand that you have provided the pricing info via this URL http://code.google.com/apis/language/translate/v2/pricing.html.

May i know for the usage 1 M characters of text: $20.00, the subscription is by monthly subscription based? And if from 2nd month onwards, i would like to increase the usage...if this immediate effect?

Would there be any supporting report on the usage?
