Can Google Translate API be used to transalate whole files?

I'm researching how to translate about 10,000 HTML files from English to French.  A machine translation is fine for our purposes and would certainly be faster than sending it out to be translated.  I was led to believe that the Translate API could translate a file, but it appears that I would need to break up the the files into text strings and then reunite the strings after translation.  Is there a way to pass the API a file name (of a html file) and have it return a translated file?
