I see the privacy policy for the Cloud Translation API

However, do the Cloud Translation API and Google Translate on the web/Google Translate app have different privacy policies? 

If they are different, are there major differences between the policies?

The public web app is governed by these terms https://policies.google.com/terms (linked from the navigation menu in the top-left corner).

It says you grant a pretty wide license on your content:
