403 Forbidden error - Google Translate API Version 2

I am getting the error "The remote server returned an error: (403) Forbidden" when I am using Google Translate Version API V2. The URI that I am using in the code is:

"https://www.googleapis.com/language/translate/v2??key=<key_Value>&source=zh-tw&target=en&q=鑊保撑"

Is there something that I am doing wrong? any help is greatly appreicated.

I have purchased the API version 2 and I am using the new key.

There appears to be an extra ? in your url after v2.

https://www.googleapis.com/language/translate/v2?key=<key_Value>&source=zh-tw&target=en&q=鑊保撑

should work.
