Translate API Subscription and Billing queries

I want to translate 50M characters/month and have some queries:

• What will be the charges for 1M characters?
• How many characters will be processed per day?
• As per this link http://code.google.com/apis/language/translate/v2/pricing.html API's default limit is of 2 M chars/day and as per your last reply limit is 50M characters per day. Which one to consider?
How many such request can be made per day?
• Can the limit of characters and number of request be increased with higher subscription? If yes, then please provide us with the details. 
• Does this subscription would be yearly or monthly basis?
• If it is monthly basis and suppose for a month the usage does not cross the subscribed limit what will happen to that left over service usage? It will be carry forward to next month or what?
• How the billing process is going to be prepaid or postpaid?
• Are you going to send us bills or reminder, please explain the process?

We need two license one for Development and other for Production. Do we have create two separate transactions or it can be merged in one?

Will Google ever mind to clarify these doubts? It is irritating that there is no support for a service for which people are willing to pay.

Default limit of 2M chars/day. This limit can be increased up to 50M
chars/day in the Quotas pane in the Google APIs Console (click on "Set
Billable Limits...")

You can increase to 50M per day on the API Console. Beyond that, you
can contact Google at:

Daily limit is accumulative from all requests. Potentially, another
way to achieve this is to create another API project, and translate
using another API key.

Yes. See above link to ask Google to increase.

Subscription is active until you disable billing or remove the service
from the project.

Charge is pro rata, you get charged for the full $10 if you only
translated 0.5M, and $20 for 1M characters.

Paid monthly based on usage.

You will be charged on the Credit card you register with Google during
enabling billing process.

Yes, you can create two different projects on API Console, one for
Development purposes and the other for production purposes.
