Allowing pupils to publish to Web

Do any Apps users allow pupils to publish docs & sites to the wider
Web? I can't see any way to allow this for certain subgroups of
users, so it seems to be an all or nothing decision.
I would obviously like to make some sites public, but I'm a little
apprehensive of in turn allowing any user to do so.
