How do I configure google tag manager if I have 4 tracking ID's in Google Analytics pointing to different parts of the same website?

I have one website and I have a disclaimer at the beginning when the people access to it (that's the first tracking ID), after accepting the disclaimer the people access to the real website (that's the second tracking ID), now inside the website I want to track 2 links so there are the other 2 tracking ID's, I want help because I still have some questions in regards to the proper and correct configuration of the Google Tag Manager, and I want to do it right. I need to track if the people access to the disclaimer and how many of them access to the actual website and also I need to track how many people gets the other 2 links inside the website.

How would you set all this up?
