Hi,  Considering the change of the time commitment of the GSOC 2021, does that mean that  this year students can participate in the program meanwhile doing other internship, as long as they're able to commit the required time and efforts to the projects in the summer?

Yes, that is exactly right.  Some folks may be taking part-time classes or have other things taking up their time. GSoC 2021 with the lowered time commitment of ~175 hours is intended to allow you to focus on GSoC and still have time to do other things (possibly a part-time job, etc.)
