Can I participate as a Chinese student?

I will graduate from a university in China with my bachlor's degree this June. I'm an exchange student in Upenn this year and will return to China this summer. Also, I have been accpeted as a candidate for master by Upenn and will start my master's study this August. Could I participate in Google Summer of Code? If I could, which transcript should I provide, the transcipt of the univerisity in China or that in Upenn?
