When will the project idea list for 2022 be updated? Is GSOC required to merge 4 PRs before applying for any project?

Ideas will be published by the Organizations individually. Some update in January February December. So it's up to them.

There's nothing like that. Because previous year I have been selected with only 2 PRs ;)
