can I write any paper with the outcome of GSoC?

Hi. I'm a full time student. 

I was wondering that can I write any paper with the outcome of GSoC like journal or conference? 

I tried to search in FAQ but I couldn't find. 

and can I participate even if I'm getting a doctor degree?

Writing a paper is I guess not in the scope of GSOC program. In my experience it is more about getting involved in open source projects, programming and the community. There might be not enough time during GSOC. However, with an interesting project, there might be a chance after GSOC for research and publication. 

And yes phd candidates can participate.
