Then you should contact a free organisation that you think is likely
to get accepted as a mentoring organisation for GSoC in 2013. GSoC
does not sponsor individuals for mentoring, but well-established free
organisations. If you think your project should be part of KDE, then
contact them and see if you can get the project into KDE, and then see
if KDE can give you one of its student slots, if any, for you to
mentor.
