1. Is it possible for an individual, like me, to apply as a mentor in GSoC 2019 or I should be already working in an open-source organization?

2. If yes, when is the time that I should apply in? Is it the same time of the application of the mentoring organizations?

It is possible for an individual, like you, to be a mentor in GSoC 2019 as there is plenty of time for you to get involved with an open source organization, make meaningful contributions if you put in effort, become a member of that community, and learn the codebase well.

You don’t typically apply to be a mentor. You are typically invited by one of the participating orgs.

I suggest reaching out to whichever organization interests you, discuss your desire/intentions, and get started contributing immediately. That will help familiarize yourself with the code so you are able to mentor effectively come summer if that community is open to new mentors. You’ll likely find smaller orgs more receptive to having a new mentor with fresh experience.

So, as the 2019's organizations are not announced yet, I may look at those of 2018 at try to contact some of them?

Sure, but I suggest focusing on just one community. Unless they say no right away, it’ll take time and effort on your part to demonstrate you can get up to speed and contribute productively.
