I'm not 100% sure what you mean by "MTech students," but if you mean students studying a particular field at an accredited university (who meet the other requirements of the program), then I can tell you that in general those sorts of students have been eligible for the GSoC program in the past.

Just to make things clear, M.Tech is actually Masters in Technology, a type of post graduation. In my opinion, you are eligible to apply as long as you are pursuing the course from an accredited institution.
