Good morning Stephanie,

What's the GSoC answer to students in Quebec, Canada, who'd like to participate, but can't get stipends from Payoneer ?

Is there an arrangement or workaround for this situation ?

There isn't a workaround. Applicants from Quebec can't receive a stipend.
