Regarding Receiving 1st stipend payments [Please help].

I have a issue regarding receiving the payments of 1st stipend , i got mail from payoneer on 2nd july they will be trasfering stipend in 4 business days but i did't received that so i contacted payoneer and found that account no. was wrong so i applied for change of account no. and sent them relevant documents on 6 jJuly , now today i got mail from them saying your account has been blocked and payment is sent back to GSOC , so i dont know now how i can proceed now. PLEASE HELP
