Google account details for GSoC 2018

How do we create an account for GSoC 2018?
Does it link to an already existing Google account?
Does the account creation and login start from 12th March 2018 itself because, at this time, GSoC dashboard shows 403( forbidden ) error?
Also, will the google account associated with GSoC play any role in identification and payment?

Hello,

Student applications open on March 12th. At that point you will need to create a new account (there will be a giant button that says register as a student) on the dashboard at g.co/gsoc

Google Summer of Code 2018, is a program where university students spend their 3 month summer break coding on an open source project. Visit g.co/gsoc for more information. The student application period opens on March 12th. Coding begins May 14th.
