Once you are accepted as a student, detailed instructions will be
provided by Google. From what I know, scanned documents are fine.
I'd worry about those formalities later. You need to get accepted first.

After acceptance, yes. Obviously, Google won't need your documents if
you are not taking part in the program. At least that's how they
handled it in previous year and I don't see any indication that they
changed it this time.
Nope. You will send the documents after you are accepted in the
program. When the application deadline is over your application will
be reviewed with all other applications. And only if your application
is good enough you will get enrolled and asked to send necessary
papers. So don't bother about the papers at all. Just concentrate on
your proposal.
