Considering that selected organisations have a list of projects that one can apply for, and also include sometimes projects that contributors propose. 

Does the organisation's approval to a project mean that they will be assigned or does the selections of which projects contributors get assigned to be decided by the organisers of GSoC

The proposal someone submitted is what they would be working on during the summer if they are accepted. If you submitted multiple proposals it's the one that was selected - you'll receive an email saying which proposal was selected.
