You don't have to put in 40 hours, but it should certainly be the main
focus of your attention during the program. If you don't have any
breaks during the programming period of GSoC, it's probably not a good
idea to apply.

40 Hours per week is the average time required for a project. Actually
number of required hours vary from one project to another. Some
project requires less than 40 hours per week while some requires more
than 40 hours per week. Other factors like how fast you can code also
plays an important role. So, 40 hours per week is only a roughly
figure to give an idea.

. Reading these will give answer to most of your questions.
