A google search will probably help you [1].

Which one? IRC is another internet protocol, like the web (http://) or
email (mailto://).

Many free projects hang out in Freenode, which is an IRC network.
Other popular networks for free development are OFTC and Mozilla's and
Gnome's own IRC networks. You need an IRC client to connect to
networks. Popular free IRC clients include Xchat, Colloquy, and
Chatzilla.

Google Summer of Code has its own channel. It's called #gsoc in
Freenode. You need to get an IRC client, connect to Freenode
(irc.freenode.net) and then join the #gsoc channel. In all clients I
can think of, you can first type "/server irc.freenode.net" to connect
to Freenode, and then type the "/join #gsoc" command, in the same
line where you would type your chat lines.

Freenode also has a web client (a client you can use from your web
browser), but if your organisation uses a different IRC network, you
may need to get a general-purpose IRC client that works on any
network:

http://webchat.freenode.net/?channels=gsoc

1.) First download a IRC client like XChat(on linux) or ChatZilla.
2.) Create a new user and connect to the freenode network
3.) After connecting to freenode join the gsoc channel by typing in ' /join #gsoc ' in the textbox

Or you can follow the instructions here: http://www.wikihow.com/Get-Started-with-IRC-(Internet-Relay-Chat)

IRC is similar to instant messaging services like Yahoo Chat, Gtalk
etc., the main difference being that it resists spam and other common
security risks. Commonly used IM services, are built to silently
upload files to users computer and execute them on command without the
actual permission of the user. Needless to say that unlike mailing
list IRC is for instantaneous messaging. Open source project use IRC
for communciation

If you are a Windows user, you can download mIRC here:
http://www.mirc.com/get.html or you can download a firefox add on to
chat here: https://addons.mozilla.org/en-US/firefox/addon/16 Without
installing the client software you can chat here.
http://www.webchat.freenode.net/

Once you've installed you are connected to the chat server (e.g.
freenode, hispano etc.). All IRC commands begin with / (slash)
