I want to use xchat to connet to #gsoc but i get the following errror.

#gsoc :Cannot join channel(+r) - you need to to be identified with
services.

Hmm, that's odd. You should be able to access the channel without
registration. Try again, maybe using another IRC client.

If that doesn't help, try registering your nick. Connect to
irc.freenode.net and then (without joining a channel) do

/msg nickserv help register

The channel is right now registration-only:

08:05 -!- mode/#gsoc [+Ccnrt]

Note the +r.

I identify to my nickname on login and, even then, I also had the same issue,
as there's a race condition on log in: the identification command is sent very
early on, but the actual confirmation happens before the JOIN commands sent by
my IRC client.

Sorry about this - another op mistakenly typo-ed this mode. I have
changed this. The channel should be free for unregistered users to join
now.

you need to register you nick (screen name) with the freenode.net servers
here is how you can do that:

I'm also using XChat and I have the same issue here. I connected to #gsoc channel 
yesterday successfully and now I try to connect. It gave me the same error.

You need to register your nick with nickserv .

I experienced it just now. Turns out +r is a channel mode that make you won't be able to join it unless you are registered and identified to nickserv.

You can follow the instruction on http://freenode.net/faq.shtml#userregistration to register your nick
