Where are " Registered apps" ?

In the instructions for getting an API key, the fourth step refers to select "Registered Apps". However, I am not able to locate where is this particular option.

Excellent question! 

I think the Cloud Console has changed since we originally published these instructions.

"Registered Apps" has been renamed to "Credentials" and you can create your API keys there.

We'll look at updating the API docs to make this clear. Sorry about the confusion.
