Get unexpected #VALUE when using IMPORTHTML

I am using the following:

=if(SEARCH("etf",IMPORTXML("http://finviz.com/quote.ashx?t="&A15,"//title")), "T", "F")

in cell A15 is the ticker AGNC.  I would expect the cell that contains this formula to contain "F" but it says "#VALUE".  What am I doing wrong?

It works if the $A15 contains the ticker FIDI.
